Most people dont leave their front door unlocked, and the same is true of their home Wi-Fi
networks. But some believe that preventing access to your wireless Internet actually does more harm than good. Peter Eckersley of the Electronic Frontier Foundation, an organisation devoted to defending digital rights, is calling for an "Open Wireless Movement" and encouraging people to be "socially responsible" by sharing their connection. Eckersley compares the current situation of locked-down networks to "finding yourself parched(干透的)and thirsty while everyone around you is sipping from nice tall glasses of iced water", and offers a technological solution. We restrict access to our networks for two reasons: to prevent other people from using up our bandwidth, and to ensure our security and privacy. He suggests we can still protect ourselves from both problems by using routers(路由器)that share a certain amount of bandwidth in the open while also providing an encrypted(加密的)connection for personal use, but such technology already exists, and people arent choosing to use it. Perhaps the problem is not technological, but legal, as home users dont want to be responsible for the activities of others on their network. Quite understandable, really. But Eckersley says that "individuals can enjoy the same legal protections against liability as any other Internet access provider", but the law is far from clear in this area and differs from country to country. In a footnote on his article, Eckersley says US law "may" offer protection, but that didnt prevent a man who left his network open from being called a paedophile(恋童癖者)by armed police in his living room this past weekend. Courts in Germany have previously ruled that people can be fined if they allow unauthorised users to access illegal materials through their connection, while in the UK disputes over recent changes to the law leave the matter uncertain. Perhaps these legal concerns can be overcome by turning to an unlikely role-model — Estonia, where access to the Internet is a legal human right. The country is blanketed in a network of free Wi-Fi access points in cafes, bars and other public locations, allowing people to easily get online almost anywhere. So who wants to open up their network first?

Pubic response to technology often varies in peculiar ways. While biotechnology, for examp
le, gives rise to organized opposition, information technology, which is actually no less invasive(侵害者), no more harmless, is welcomed or, at the least, accepted with comparatively little debate.

Information technologies—from computers to communications—have obviously had an overwhelming social impact and their benefits hardly need explanations. But they have also disturbed privacy and threatened civil liberties. Computerized data banks empower bureaucratic authorities by providing easy access to personal information—about credit ratings, social performance, housing and medical histories. They will allow access to genetic figures, providing information about our tendencies to employers, insurers, product advertisers, banks and other institutions that exercise control over our lives. Computerization allows the severe extension of advertising through telemarketing requests that shamelessly intrude our home life. Information technologies have displaced people from jobs and turned potentially skilled workers into low-level computer technicians, computers have facilitated the work of scholars, but also turned them into typists; yet one hears hardly a complaint. They have turned the simple act of buying a plane ticket into an endless manipulation(控制), but we welcome the so-called convenience. They have encouraged new forms of crime and fraud(欺诈), but we describe them with grudging admiration. They have allowed new types of evil weaponry, but we call them "smart bombs". Perhaps the most important, information technologies have extended the power of the mass media, creating unusual possibilities for political manipulation, reducing accountability(有责任,有义务), and changing the nature of political life. It is true that there are critiques(批评) of information technologies from those professionally concerned about their problematic legal, social and political implications. There is a near total absence, however, of organized public concern about technologies with profound and problematic implications.

The Chinese doctoral student who breached security at the Newark Liberty International Air
port in the United States will appear in the Newark municipal court on the morning of Jan. 28, a court official told China Daily on Tuesday.

Jiang Haisong, 28, was arrested last Friday evening by US port authorities and released after hours of questioning. Jiang ducked a security barrier in the airport's terminal C on Jan. 3 to bid farewell to his girlfriend after a Transportation Security Administration (TSA) guard stepped away from his post momentarily.

The three terminals at the airport were subsequently shut down for six hours after a bystander who witnessed the incidence notified TSA officials. The shutdown reportedly caused numerous flights delays in and out of Newark, stranding thousands of passengers.

Jiang, a molecular biosciences student who is set to graduate in May, had contacted the Chinese consulate in New York on Monday by phone, said Wang Bangfu, the consul for overseas Chinese affairs at the consulate. Wang told China Daily on Tuesday that the consulate is providing consular protection and assistance to Jiang after identifying him as a Chinese national. These include providing a list of lawyers, which Jiang is selecting for his case. Wang would not reveal more details because Jiang had requested for the content of their conversation to be kept private. But Wang said the consulate has been keeping a close eye on the development. Wang did not comment further on the case until final investigation results were out, implying that the consulate will work to ensure Jiang gets a fair trial and his legal rights are fully protected.

Under the charge of defiant trespassing brought by the Port Authority of New York and New Jersey, Jiang faces a 30-day imprisonment and a fine of $ 500. But New Jersey Senator Frank Lautenberg had earlier pushed for harsh punishment, threatening to lobby for severe federal criminal charges instead of a misdemeanor. Lautenberg also earlier mentioned visa revocation and deportation, but has since toned down his comments on the case in the last few days.

The incidence has triggered strong reaction among people both in the US and China. A number of these have accused Jiang of a "stupid" blunder. Others have hailed him as a kind of hero for exposing a glaring airport security loophole. While more people on the Chinese mainland expressed their disappointment at Jiang for bringing disgrace to the Chinese community, his American neighbors and fellow colleagues at Rutgers University showed more understanding and described him in much nicer words.

PROCESS MANAGEMENT TO QUALITY IMPROVEMENT

The examples above illustrate the need for integrated process and quality management, based on well-structured procedures, sensibly applied. For an organization to function effectively, it must have visible and easily understood procedures that assist staff in carrying out their work and provide accountability for all operations. Providing such a system is not trivial, and it cannot be done without considerable thought and hard work. But the results will more than justify the effort.

Modern management must deal with degrees of complexity unheard of only a few decades ago. They must integrate many systems--for example, for purchasing, personnel, accounting, stock control, and computing--when each of these systems is itself highly complex. At the same time, they must ensure that they comply with a baffling variety of legal, safety, and regulatory and other requirements relevant to their organization. While struggling with these issues, the manager is under irresistible pressure from global competition to reduce costs to the minimum. With such pressure, we are obliged to provide structure and organization, which enable us to deal with such complexity. We group similar processes, collect similar information into records and classify the various activities that the organization must deal with. We organize staff and computer systems into units that deal with similar types of problems or situations.

In all disciplines, the provision of structure of classification is dealt with through a systematic method recognized by the practitioners. In engineering, architecture, medicine and other practical professions, the practitioners learn the relevant methods and then apply them to solve problems. Process and quality management have the same need to approach the problems with a systematic method, which facilitates structuring of problems and produces practical solutions. One of the key criteria for a satisfactory method is that it should be applicable to a wide range of problems and concerns dealt with by the discipline. Once a method is in place, it provides a language and a framework for doing works therefore, it must have the scope to deal with all problems that may arise. In quality management, the range of problems centers on "conformance to requirements". When this is interpreted most widely, as in TQM, requirements are not just those of the direct customer, but also those in internal departments and the wider requirement of the law and of regulatory agencies. Seen this way, all procedures and operations carried out are deal with all such issues uniformly which will provide an efficient and elegant solution to the problem of quality management.

In process management, the problem centers on definition of the objectives of the organization, and the design of processes that support them. Since efficiency and effectiveness are always major objectives, the organization will also require that processes make efficient use of resources, including human and material resources and provide effective results, in terms of meeting the requirements of customers and other stakeholders in the organization. A systematic method must also provide support for these essential process attributes. Finally, the method must support people as they carry out processes. It should enhance their working lives and help them to discover better and more interesting ways of doing their jobs. It should endow empowerment and an involvement in decision-making by everyone involved in the process.

Humanity uses a little less than half the water available worldwide. Yet occurences of sho
rtages and droughts (干旱)are causing famine and distress in some areas, and industrial and agricultural by-products are polluting water supplies. Since the world's population is expected to double in the next 50 years, many experts think we are on the edge of a widespread water crisis.

But that doesn't have to be the outcome. Water shortages do not have to trouble the world- if we start valuing water more than we have in the past. Just as we began to appreciate petroleum more after the 1970s oil crises, today we must start looking at water from a fresh economic perspective. We can no longer afford to consider water a virtually free resource of which we can use as much as we like in any way we want.

Instead, for all uses except the domestic demand of the poor, governments should price water to re- fleet its actual value. This means charging a fee for the water itself as well as for the supply costs.

Governments should also protect this resource by providing water in more economically and environmentally sound ways. For example, often the cheapest way to provide irrigation (灌溉) water in the dry tropics is through small--scale projects, such as gathering rainfall in depressions (凹地)and pumping it to nearby cropland.

No matter what steps governments take to provide water more efficiently, they must change their institutional and legal approaches to water use. Rather than spread control among hundreds or even thousands of local, regional, and national agencies that watch various aspects of water use, countries should set up central authorities to coordinate water policy.
