American media are privately owned. Newspapers get some of their money from renders. But mostly they depend on businesses to buy advertising space in their pages. The larger the circulation, the more a newspaper can charge advertisers. But recently, several newspapers have admitted lying about their number of readers.

The Tribune Company announced that it had overstated sales of two of its papers. These were Newsday and the Spanish-language paper Hoy. The Tribute Company also owns the Los Angeles Times and the Chicago Tribune. In July, the Audit Bureau of Circulations punished Newsday and Hoy. The two newspapers will have to report their circulation numbers more often than usual for the next two years.

Recently the Belo Corporation announced it had overstated the circulation of the Dallas Morning News, in Texas. The publisher will repay 23 million dollars to advertisers. It will also provide four million dollars in free advertising. Other publishers that falsely reported their circulations will also be repaying advertisers trillions of dollars.

An Audit Bureau spokeswoman says eases like these recent ones appear to be ram. But the Securities and Exchange Commission announced that it would expand its investigation to oilier newspapers.

听力原文: China has come up with a first nationwide regulations on managing alcohol sales, including a ban on selling alcohol to minors, China Youth Daily reports.

The "Alcohol Circulation Management Regulations" enacted Thursday by the nation's Ministry of Commerce are set to get into effect January 1, 2006.

The regulations set up systems to supervise alcohol sellers, and include a registration and tracing system.

The new rules also demand that trade administration departments at all government levels cannot block or undermine the legal circulation of alcohol products. This is being widely viewed as an effort by the central government to restrain protectionism in regional trade.

The report did not say how those who don't obey the new regulations would be punished.

The action follows a recent trend in some major urban areas. In March of this year, the Shanghai local government carried out a rule banning the sale of alcohol to minors, the Xinhua news agency said.

According to that regulation, selling cigarettes and alcohol to minors is banned.

Adults cannot help minors buy such products, nor are they permitted to smoke in school classrooms, libraries or any location where children are frequently present. All stores selling cigarettes and alcohol are required to post "No Cigarette and Alcohol Sales to Minor" warning signs.

Early research has shown that nonreaders are generally low in education, low in income, either very young or very old. First, they are adding news briefs and comprehensive indexes. This will help overcome the time problem. And they are also giving variety to newspaper content to help build the readers' interest.

A tutorial is usually for a small number of students, say, between two and five, whereas a seminar is attended by a larger group, say, between ten and fifteen. In a tutorial, a tutor adopts the role of the expert and asks and answers questions related to his most recent lectures. Often a student has to submit an essay or a report which is discussed by the tutor and then by other members of the tutorial group. In short, the tutor takes the lead; he in fact "tutored". The purpose of the seminar, however, is to provide an opportunity to discuss a previously arranged topic. More than one member of the staff might be present and one of them would probably act as chairman. Often one student gives a short talk served as an introduction to the discussion. The other students may have been asked to read a number of chapters of a book, related to the talk, so as, to be well-prepared to participate in the discussion.
