o pull together in the coming months, if the ambitious economic blueprint known as the Doha Development Agenda is to succeed. Supachai Panitchpakdi says most WTO nations have indicated that they want to complete the so-called Doha round of trade talks by 2006. But the director general of the World Trade Organization says finalizing the negotiations requires a consensus of the 148 member nations. And that, he says, means they must work hard over the next several months to finalize details of the wide-ranging agreement. "This means there will be no deal Until there is agreement on the whole negotiating package, because there are linkages between different subject areas," he said. "The 2006 deadline is feasible, I am confident, is still feasible. But it will require major advances in technical discussions and strong political determination." Mr. Supachai spoke at the Pacific Basin Economic Council in Hong Kong on Monday. He stressed the need to strengthen trade negotiations at next December's WTO ministerial conference, which will be held in Hong Kong.

Mr Supachai stressed that ______.

A.the Doha round can't be finished by 2006

B.strong political will is necessary

C.nations can continue the negotiation even if there were no consensus among them

D.December's conference to be held in Doha next year is important

听力原文: The European Union has drafted a list of US products to be hit with import taxes in retaliation for tariffs the US has imposed on European steel. EU member governments will review the list before the EU submits it to the World Trade Organization which arbitrates international trade disputes. EU officials will not say which American products will be hit by the EU sanctions. But diplomats monitoring the most recent trans Atlantic trade dispute say they include textiles and steel products. Earlier this month, the Bush administration imposed tariffs of about 30% on some steel imports including European products. The EU has appealed to the WTO to get those duties verturned. But the WTO decision on the matter will take up to a year or more. EU officials say that under WTO rules, the EU has the right to impose retaliatory measures in June, but they say the US can avoid the EU's possible counter-measures if it pays more than 2 billion dollars in compensation to the EU for imposing the steel tariffs in the first place. The officials say Washington could also escape retaliation by lowering US import duties on other EU products. The Bush administration says it will not pay compensation.

The trade dispute between the European Union and the US was caused by ______.

A.US refusal to accept arbitration by WTO.

B.US imposing tariffs on European steel.

听力原文: Esperanto was invented as an international language one hundred years ago by a doctor in Poland. His name was Ludovic Zamenhof. Doctor Zamenhof grew up in a part of Poland where people spoke several different languages. He believed the different languages kept people from understanding each other and living peacefully together. He wished that everyone in his part of Poland spoke the same language. In fact, he believed that if everyone spoke a common language, peace could result throughout the world. That is why he gave the world a new language. He called it "Esperanto", which means, in his language "one who hopes."

Doctor Zamenhof tried to make Esperanto so easy that anyone could learn it in one-hundred hours. It is easy to learn because it has only sixteen grammatical rules. Doctor Zamenhof's alphabet is also simple. Each letter has only one sound.

No one knows exactly how many people in the world speak Esperanto. Experts say the number could be as many as fifteen million. For most of the world's people, however, English, not Esperanto, is the second language. But Esperantists continue to spread the world about their language. They hope that Esperanto someday will become the international language for trade, science, and diplomacy.

(26)

A.Different languages prevented people from living peacefully together.

B.Because he believed that people would prefer a new language.

C.Because he believed that people would favor an easy language.

D.Because he thought that his mother tongue was too difficult to learn.

听力原文: Everyone remembers the reign of Elizabeth. She gave her name to an age, which remains in English minds as an age of glory. Most people associated it with two things. The first is literature, especially the literature of Shakespeare, for this was the age when Shakespeare lived and when English literature greatly developed. The second is adventure on the sea. For the first time, English ships began to explore the world and trade with distant countries. They soon came into conflict with the might of Spain, whose huge ships had been sailing across the sea for a hundred years and who had established a rich empire in the Americas. Spain was the greatest enemy to England at the time. Sea fights between Spanish and English ships were frequent, and the English proved to be more aggressive and more successful. Their greatest sailor was Sir Francis Drake, who led the English ships to fight against the great Spanish fleet, "the Armada", when they began to attack the heart of England. "The Armada" was defeated by the English ship. It was a lucky victory in many ways, but it marked the beginning of England as a great power at sea.

(33)

A.Her name and her rule over the country.

B.The great writer, Shakespeare and her name.

C.literature and adventure on the sea.

D.Shakespeare and English literature at the time.

听力原文: New York City is the largest city in the United States. Unlike most American cities, which make up only a part of a particular county, New York City is made up of five separate counties, which are called boroughs. They are Manhattan, Queens, Brooklyn, Bronx and Staten Island.

Manhattan, or New York County, is the smallest of the five boroughs, covering an area of 59.5 sq km (23 sq mi). It is the glittering heart of the metropolis. It is the site of virtually all of the hundreds of skyscrapers that are the symbol of the city. Among the more famous of these are the Empire State Building, the Chrysler Building, and Citicorp Center. The 110-story twin towers of the World Trade Center were also among New York's famous skyscrapers until they were destroyed in a terrorist attack in 2001.

Manhattan is the center of New York's cultural life. Numerous stage and motion picture theaters are located around Broadway in Midtown, which includes Times Square. The borough is the home of prominent music and dance organizations, such as the New York City Opera Company, the Metropolitan Opera Association, American Bailer Theatre, and the New York City Ballet.

In 1945, the United States Congress invited the United Nations to establish its permanent headquarters in the United States. Completed in 1952, the UN complex sits in Manhattan, alongside the East River, in the city of New York.

听力原文: After its accession to the World Trade Organization in 2001, China has taken steps towards opening up its domestic market. As a condition for joining the WTO, Chinacommitted itself to a schedule of trade liberalization, including the reduction of tariffs on cars and agricultural products. These tariffs reductions are both modest and gradual and there is much room for China to proceed at a faster pace.

A dismantling of non-tariff barriers and a more rapid and profound reduction of import tariffs would raise the standard of living of those Chinese consumers who would have access to imported products at lower prices. Second, a higher volume of imports into China would take away much upward pressure on the Renminbi and provide a true and lasting contribution to solving current global trade imbalances. Indeed, even a modest acceleration in the opening-up process would go a long way towards solving the problem.

The opening up of China's markets to international competition should be accompanied by deep reforms. Banks should be recapitalized, bad loans provisioned fully and state-owned companies' runaway indebtedness curbed. Only when real progress in these areas is made should China begin to consider a reform. to its exchange rate regime. Doing it any earlier would be highly counterproductive.
