Since the terrorist attacks on the United States in September, Americans have given millions of dollars to help thousands of victims and their families. A lot of that money was given to the American Red Cross.

The American Red Cross collected more than five-hundred-million dollars for this purpose in 1______ it called the Liberty Fund. Recently, Red Cross officials admitted that they 2______ the families all the money that was collected. They said the Liberty Fund was created to help the victims of the September attacks, and also to help victims of future attacks. The officials said they regretted that the American public did not understand this.

Last week, Red Cross officials announced a major change in policy. They said all the money 3______ to the Liberty Fund would be used only to help the victims of the September Eleventh attacks and their families. The money will help families 4______ costs of daily living such as housing and food for up to one year.

Immediately after the terrorist attacks, the Red Cross 5______ money for three months of living costs to more than two-thousand families of people who were killed. Red Cross officials say the organization also provided support to about twenty-three-thousand other families who were affected by the terrorist attacks. These included rescue workers and people who could not go back to their homes near the World Trade Center in New York City. Business people who lost their workplaces also 6______ help.

However, the Red Cross planned to use about half the money given to the Liberty Fund for future programs. It wanted the money to increase blood supplies, improve communications and expand services for families of people 7______ in the military forces. Individuals who had given money to the Liberty Fund reacted strongly to this news. They expected their money to be used immediately to help victims of the attacks. Red Cross officials now say the Liberty Fund will be repaid for any money already 8______ for other projects.

The American Red Cross has been active for more than one hundred years. Its policy has been to 9______ some of the money given after a tragedy to prepare for future emergencies Officials say the organization's appeals are supposed to tell people that the money will be used to help victims of the current emergency or similar ones. They have promised to investigate to see if the message is clear enough to the people who give their money.

Red Cross officials say any relief organization needs to build up an amount of money to help victims of smaller emergencies. The American Red Cross says it 10______ aid services in about sixty-thousand emergency situations each year such as fires, floods, storms and accidents.

This was the capitals most anxious week since September 11th. On Monday the government i
ssued a red alert that terrorist attacks were likely in next week, either at home or against American【M1】______ interests abroad. John Ashcroft, the attorney - general, put the security force who guard nuclear power stations and other bits【M2】______ of critical infrastructure on high alert. The warning was grim because it was not issued seriously. Mr.【M3】______ Ashcrofts people are reluctant to worry about an already tense【M4】______ population unnecessarily, particularly as they have no answers to the three main questions: what, when and where They also fret about crying wolf too rarely. Two things persuaded them to go public: an unusual【M5】______ volume of talk about a forthcoming "big event" emanated from various【M6】______ terrorist enclaves, and the consistent use of an unrevealed codeword. The warning came amid yet more dire news about anthrax. A swathe of federal buildings and the Supreme Court have now infected【M7】______ with the stuff. On October 31, a New York hospital worker died for【M8】______ inhalation anthrax, bringing the number of deaths to four. She had had no contact with government or media post-rooms, so the disease seems to have infected the general mail. Anthrax has turned out in two local【M9】______ post offices in Washington. People have taken to tape up their letter【M10】______ boxes and asking postal workers to leave the letters outside. Add in the frustrating news from Afghanistan, and the exhilaration that swept through the capital after Americas decision to "strike back at terror" has now evaporated. Of course, reverses in any war are inevitable.

Can Buildings Be Designed to Resist Terrorist Attack

In the aftermath of the terrorist attack on the World Trade Center, structural engineers are trying hard to solve a question that a month ago would have been completely unthinkable.. Can building be designed to withstand catastrophic (灾难的) blasts inflicted by terrorists?

Ten days after the terrorist attacks on the twin towers, structural engineers from the University at Buffalo (布法罗) and the Multidisciplinary Center for Earthquake Engineering Research (MCEER) headquartered(总部) at UB traveled to ground zero as part of a project funded by the National Science Foundation. Visiting the site as part of an MCEER reconnaissance visit. They spent two days beginning the task of formulating ideas about how to design such structures and to search for clues on how to do so in buildings that were damaged, but still are standing.

"Our objective in visiting ground zero was to go and look at the buildings surrounding the World Trade Center, those buildings that are still standing, but that sustained damage," said Mr. Bruneau, Ph. D. "Our immediate hope is that we can develop a better understanding as to why those buildings remain standing, while our long-term goal is to see whether earthquake engineering technologies can be married to existing technologies to achieve enhanced performance of buildings in the event of terrorist attacks. " he added.

Photographs taken by the investigators demonstrate in startling detail the monumental damage inflicted on the World Trade Center towers and buildings in the vicinity. One building a block away from the towers remains standing, but was badly damaged. "This building is many meters away from the World Trade Center and yet we see a column there that used to be part of mat building. " explained A. Whittaker, Ph. D. "The column became a missile that shot across the road, through the window and through the floor.

The visit to the area also revealed some surprises, according to the engineers. For example, the floor framing system in one of the adjacent buildings was quite rugged (高低不平的) ,allowing floors that were pierced by tons of falling debris to remain intact. "Highly redundant ductile framing systems may provide a simple, but robust strategy for blast resistance, "he added. Other strategies may include providing alternate (交替) paths for gravity loads in the event that a load-bearing column fails. "We also need a better understanding of the mechanism of collapse. " said A. Whittaker. "We need to find out what causes a building to collapse and how you can predict it. "

A. Reinhorn, Ph.D. noted that "earthquake shaking has led to the collapse of many buildings in the past. It induces, dynamic response and extremely high stresses and deformations in structural components (成分). Solutions developed for earthquake-resistant design may be directly applicable to blast engineering and terrorist-resistant design. Part of our mission now at UB is to transfer these solutions and to develop new ones where none exist at present. "

The question raised in the first paragraph is one

A.that was asked by structural engineers a month ago.

B.that is too difficult for structural engineers to answer even now.

C.that was never thought of before the terrorist attack.

D.that terrorists are eager to find a solution to.

The "Empowering America" project has produced around one-minute audio records that are already airing on U.S. radio stations. The audio series is being introduced in schools, along with study materials, to stimulate classroom discussions. The project is going to schools with large minority populations, where some students face added difficulties. (34) Many of these kids are being raised by single parent. Some of them are women. That's why it's so important, not just for the girls to seek positive inspiration from these women, but also the boys, to see the difference that women have made in this world The project oil pioneering women was created by an organization called American Women in Radio and Television. Executive director Maria Brennan says (35) the terrorist attacks of September 2001 gave impetus to the project. The idea was born before September 11, interestingly enough that summer. After the tragedy of September 11, Maria and her colleagues put it all on a fast track to try to get it out there. They felt that the country was at a time where heroes are needed Later they were able to get these records produced, put on CDs, pressed, distributed The stories of pioneering women are reaching students at a critical time, in early adolescence.

(30)

A.To honor women pioneers.

B.To encourage the students to pursue their dreams.

C.To honor the September 11 attack.

D.To make more heroes.
