The first Buick model off the line was just the beginning of General Motors' long march into the Chinese market. A total of 23,000 cars rolled out of the factory in 1999.This year, Shanghai GM Buick aims to produce 50,000 cars.

It is interesting to review the long negotiations with the Chinese government to set up Shanghai GM Buick. The biggest issue was who would supply the car parts and how the parts would get from the factory to the Buick plant.

A car is made up of more than 30,000 parts. Parts manufacturers in China don't have the technological know-how to make all the necessary parts. Therefore, at the beginning, about half the necessary parts will be shipped to Shanghai from North America. These parts are made at GM's Tillsonburg Ontario facility. The trains carry the parts over 3,000 miles to the Port of Vancouver. From Vancouver, the parts are shipped to Shanghai. All told, the door-to-door delivery time is 17 days. But there may be a 42-day delay between steel plates leaving the steel works in America and arriving in Shanghai. To prevent the long-distance shipping and delay, Shanghai GM Buick has asked Shanghai Baoshan steelworks to produce plates of similar quality.

"Imported car parts are our biggest headache," says Jay Hunt. "local suppliers are very responsive. " To our surprise, however, the cost of localized production is much higher than buying from overseas. The reason is that although labor costs are low in China, wages comprise only 20% of the cost of producing car parts. Small-scale production in China makes production costs very high. The deputy general manager, Laurence Zahner said, "Only if the price of domestic parts drops 30% shall we be able to qualify for the international market. "

Thankfully, a solution has appeared. Foreign car parts makers are coming to the Yangtse River Delta to set up joint ventures. Shanghai GM Buick will depend on those parts makers for car parts. Perhaps the Buick plant will not worry about the agreement with the Chinese partner any longer. The agreement says that in the first year of production, the Buick plant must have 42% of locally made parts, and in the second year, the locally made parts rise to 60%, and in the third year, 80%.

A year ago, the only steel assets Tom White Jr. owned were a Chrysler Cherokee and a Mercedes-Benz. Today thanks to his enormous effort with United Steelworkers President Leo Gerard, the New York financier is emerging as one of the most important steel executives in decades.

White made a fortune investing in bankrupt companies such as Texaco and Fruit of the Loom, but didn't buy his first steel property until last April, when he bought the mills of bankrupt ATM Corp. no longer in use, for $262 million. At the time the industry was in retreat. Destroyed by extremely cheap imports, nearly half the nation's mills had gone bankrupt, including three of the top five. When assessing White's chances, those in the industry were not optimistic.

Now, the 1SG chairman is close to finalizing his biggest deal yet—a $1.5 billion bid for the assets of Bethlehem Steel Corporation, which has slowly been descending into bankruptcy since October, 2001.

How has White been able to do this? Partly, it is to do with his excellent business understanding. White, 65, perfected his restructuring skills through 24 years at investment bank Rothschild Inc., and negotiated to buy the ATM mills just before President Bush set restrictions that removed foreign suppliers.

White brings an outsider's approach to management. Today, ISG has just 22 executives-ATM had more layers than that. More than just salary savings, the cost cuts have shifted more responsibility to the shop floor, which, in turn, has increased productivity. White says that mill workers suggested asking for new pieces of steel ten minutes before a production run was about to end, rather than waiting until it had ended, as was normal. This clever move adds thirty minutes of extra output a day.

The bottom line even with a well-paid union workforce, ISG has lifted productivity levels close to the levels of nonunion Nucor Corporation. Not had for such a new businessman.

Think of FORTUNE's Global 500 as a candid family portrait, a statistical snapshot of the world's largest corporations assembled shoulder to shoulder, frozen in time. So it is that this year, in the waning light of the 20th century, our reunion photo captures an optimistic scene: a rosy business landscape populated by jolly corporate giants--healthy, happy, and fat. After stumbling amidst the economic turmoil of 1998, the companies of the Global 500 recovered gracefully in 1999. Their total revenues increased 10.6% the best top-line growth in four years, and profits surged 26%.

Many of last year's leaders are once again ahead of the pack. General Motors (No. 1) held tight to its position atop the revenue rankings. (2) But Wal-Mart Stores, fourth last year, rose to No. 2, aided by its $10.7 billion purchase of Britain's Asda Group (formerly No. 354). Meanwhile, General Electric (No. 9) can still claim the most profits on the planet--S10.7 billion, a 15% increase. Even GE, however, may need to start looking over its shoulder. In 1999,14 corporations earned more than $6 billion, up from seven a year before.

The rankings make clear that the gulf between denizens of the new economy and those of the old continues to widen. Companies in cutting-edge industries such as telecommunications, computer technology, and pharmaceuticals again trumped those in mature sectors such as steel, chemicals, and autos. "The rapid pace of technological change is forcing a continuous level investment in emerging sectors," says Bruce Steinberg, chief economist at Merrill Lynch. This creates a dilemma for older industries, Steinberg says, because "they don't have a lot of top--line growth potential." In a dramatic illustration of this gap, the two software companies on the list, Microsoft (No. 235), made a combined $8.2 billion last year. During the same period, the ten metal firms in the Global 500 lost a total of $245 million, one of the worst performances of any industry.
