Managerial Functions
Managerial work typically is broken into the following seven managerial functions: planning, organizing, staffing, directing, controlling, representing, and innovating. The two-way arrows between these functions in Figure D-1 show that these functions interact with each other. Figure D-1 also shows that decision making and communication are the coordinative processes that tie these functions together. Managers must be skilled in these coordinative processes and functions if they are to accomplish their goals through the efforts of other people.
Planning
The process of establishing and clarifying objectives, determining the policies and procedures necessary to meet the objectives, and preparing a plan of action is called planning.
An objective is what one wants to accomplish. One way for a manager to identify areas in which a company should establish objectives is to consider the relationships and resources that are necessary to its survival and success. This will lead to objectives concerning the type and quality of goods produced and the desired relationship of the company to its customers, suppliers, employees, stockholders, and the surrounding community.

Organizing
Once objectives and policies are established, the manager must determine the activities necessary to achieve the objectives and provide for the coordination of authority relationships among the persons who will be performing these activities. If a firm is running smoothly, it may seem to an outsider that the whole process is relatively simple. Goods are shipped on time because they have been made and stored in advance of receiving an order and because the proper packaging and transportation facilities are available when needed. Actually this smooth flow could not have been accomplished without an efficient organization operating under competent managerial supervision. The specific elements of the organizing function of management were covered in the previous chapter.
Staffing
In the staffing function the manager attempts to recruit, hire, train, and develop the right person for each job. This is an ongoing managerial activity since people quit, are promoted, are transferred, are discharged, or retire. In the case of a growing company, new positions are created that must be filled. Staffing is not solely the responsibility of the human resources department. Effective staffing requires that managers observe their subordinates' performance, noting strengthes and seeking to remove weaknesses by careful counseling and training programs. Because the staffing function covers a multitude of activities that are increasingly being constrained by legislation, the next chapter will deal with this subject more extensively.
Directing
When one thinks of management in general, one may think almost instinctively of the three basic elements of the directing function: leadership, motivation, and communication. There are increasingly fraught relationships that adults are having with children--in all walks of life, from the police to politicians, within the public sector and within communities themselves. The fear of young people has changed the way society is policed, how pupils are treated in schools and how insecure adults relate to children on their estates. Rather than children and young people becoming more violent and anti-social, it is adults who have changed, having fewer relationships with young people and becoming less confident in their dealings with them.
We must explore the role that crime and safety initiatives have on the outlook of the public. The attempt by government, council departments, the police and many others to reduce the fear within communities by developing safety initiatives is having the opposite effect, resulting in the institutionalization of this fear. Curfews have increased adults&39; fear of young people and reduced the amount of time young children are allowed out to play. They have raised the level of insecurity amongst parents about the safety of their children and ultimately reduced the contact between generations within this community. It is not far from the truth to say that "youth" no longer exists--if by youth we mean the freedom loving rebelliousness. The outcome of this process is breeding a generation of young people who are if anything more fragile and fearful than their grandparents.
Finally, as well as exploring the fear of young people, we must look at the insecurity that parents have for their children. There has been a reduction in play, and specifically in "free play" , and the effect of this more regulated environment on children&39;s lives is yet to be determined and not something we can continually ignore in our rush to protect society from children.

Fishing typically does not require land ownership, and because it remains, in general, open to all, it is often the employer of last resort in the developing world--an occupation when there are no other options. Although debates over the conservation of natural resources are often cast as a conflict between jobs and the environment, the restoration of fish populations would in fact boost employment. Michael P. Sissenwine and Andrew A. Rosenberg of the U. S. National Marine Fisheries Service have estimated that if depleted species were allowed to rebuild to their long-term potential, their sustainable use would add about $ 8 billion to the U. S. gross domestic product--and provide some 300, 000 jobs. If fish populations were restored and properly managed, about 20 million metric tons could be added to the world's annual catch. But restoration of ecological balance ,fiscal profitability, and economic security will require a substantial reduction in the capacity of the commercial fishing industry so that wild population can recover.
The necessary reductions in fishing power need not come at the expense of jobs. Governments could increase employment and reduce the pressure on fish populations by directing subsidies away from highly mechanized ships. For each $1 million of investment, industrial-scale fishing operations require only one to five people ,whereas small-scale fisheries would employ between 60 and 3000. Industrial fishing itself threatens tens of millions of fishermen working on a small scale by depleting the fish on which they depend for subsistence.
