A: Job losses are expected at the Manchester plant of the beauty products manufacturer, Vie Vitale, Sophie Jones has been following the story and is in our Manchester studio. Good morning, Sophie.

S: Good morning, Alex.

A: So, job losses, Sophie? How are things going? We've been hearing reports of up to 300 jobs going.

S: Well, if Vie Vitale does go ahead with restructuring and that includes the disposal of its manufacturing base, then as many as 200 of the 500 jobs here are far from guaranteed.

A: And where exactly will these cuts be made, Sophie?

S: Well, most would almost certainly be in the manufacturing division. This is an area Vie Vitale wants to get out of completely. And if this happens, then it would have serious consequences for jobs in distribution. However, the company wants to focus on its product development, so there's unlikely to be any losses there. At least, that's what the company's saying this morning.

A: So very little good news there. But why should the company suddenly find itself in such a difficult position?

S: Well, the health and beauty retail sector is still as fashionable as ever and has attracted a lot of new companies to the market. The sad truth is, though, that these new companies now have equally good if not better ideas at the same kind of price. And I think this is the fundamental problem. And last year, La Face, the French manufacturer, brought out a new range again, very similar types of products, very similar sorts of ideas.

A: So how well are La Face doing?

S: Well, actually, they haven't been doing that well either. In fact, only last week they announced they're no longer going to focus on their own retail outlets, but rather on the mail order side of the business instead. They're also considering selling through department stores, but nothing's been confirmed yet. So Vie Vitale isn't alone in feeling incredible pressure.

A: Well, it sounds like the problem they're all having is that it's getting quite crowded. So what does all this mean for Vie Vitale's share price?

S: Well, if we look at the share price over the last year, you can see that although it started high at the beginning of the year and looked steady in the first six months, there's been a huge drop since then, reaching its lowest point last week where the City really lost confidence in what they were doing.

A: Right. Now, Vie Vitale's corporate image used to be unique, didn't it? So how are they planning to establish themselves as the market leader once more?

S: Well, Alex, they're not giving away too many details just yet, but it seems they're intending to refresh up their shops and update their corporate look. You know, all their packaging. There's certainly no news of any new product lines or any change in their basic values.

A: But what about the number of shops? Any change there, Sophie?

S: Well, in fact, what they're doing is buying franchises back. They feel that if they're in control of their shops, they're in control of their corporate image. We've heard nothing about shop closures.

A: So how many of their shops do they now own?

S: Well, they started the process a few months ago and they've now regained control of all their French outlets, and they should have ownership of all their German shops by early next year. As there are more outlets in the UK, it'll take a bit longer here. I think the name of the game is definitely going to be control.

ad a significant drop in income over the last few months. In fact, it's doing much worse than our other British centres, for reasons we haven't really been able to get to the bottom of. The situation is now pretty worrying, and even if immediate action is taken, I don't expect Nottingham to return to profitability this year. Now, it seems to me we have two options facing us: the first is to see if we can create a strategy to keep the operation going, and the second is to close it down completely. What's your feeling about it?

Man: Closing it down would be a disaster. You know, when there was a situation like this in the European division, they turned it around with a special promotion which worked very well. Do you remember this time last year, when we thought we'd have to sell some of the French centres? Well, now they're doing well and we didn't even have to spend any extra money on them, either.

Woman: Yes, that's true. But Nottingham has lost nearly a million in the six months and we can't afford to keep absorbing that kind of loss. I really think we should close it down as soon as possible and liquidise our assets. It's on a prime site, which would be worth a lot to developers. I don't even think it's worth trying to sell it as a going concern to one of our competitors.

Man: Isn't that rather short-sighted? The same thing's happening everywhere. It's always the service industries which are hit first when people are worried about job security. And before you say that the centres are looking outdated and that consumer tastes and fashions have changed, I've done my homework and the consumer surveys show that people would still come if they had the money.

Woman: That's not the only reason, James. And the bottom line is, the Board are pushing me to improve figures now. We're falling behind the competition, and if we keep Nottingham open, we'll need a major change in our image. A good advertising campaign might bring in more customers while we're running it, but at best it'd just be a short-term solution.

Man: I don't agree with you, Sophie. However, I've got another idea. Why don't we run the centre with minimum staff, no more expensive recruiting, and think about closing during the quiet times of day until the situation improves? We could go on with the special offers we're running, because they bring in a few new customers, and don't cost us anything.

Woman: It's a thought, but I'm not sure the Board will go for it. They're really keen to sell the Nottingham centre. That way they could cover their deficit and make the shareholders happy at the same time. It's an attractive solution.

Man: Even if they decide to sell, they're not likely to get very much for it, are they? Not at the moment. Property values are at an all time low. Can't we at least try to keep the Nottingham centre operational?

Nine states and the District of Columbia are doing away with the sales tax on items such a
s clothes, shoes and even notebooks over the next few weeks, just in time for back-to- school shopping.

Most of the promotions last only a few days, so shoppers will have to act quickly to get a tax break. The tax holidays, which have already expired in two other states, apply to small and large items. For example, the tax break applies to any school supply that costs $15 or less in New Mexico. In Massachusetts, it covers most retail purchases of $2,500 or less. Stores may offer additional savings because these events "give retailers an opportunity to have a sale on top of what the state is doing," says Verenda Smith, government affairs associate at the Federation of Tax Administrators.

No industry-wide figures are available about how much consumers save annually from these tax breaks. But Texas estimates that shoppers will save $47.4 million in taxes this year, nearly a 3 percent increase from the previous year. Massachusetts says shoppers saved roughly $10 million in taxes during its 2005 event.

States that cast aside these promotions when a slow economy pinched state budgets are now reviving them in hopes of stimulating local economies. Some states also believe the gain in consumer goodwill helps balance out the loss in tax revenue.

In some cases, tax losses are minimal because serious shoppers don't stop at clothes and books. "While states give up sales tax, they usually break even on sales-tax collection," says J. Craig Shearman, a vice-president at the National Retail Federation.

Sophie Beckmann, a certified public accountant at A. G. Edwards in St. Louis, says she'll avoid that temptation by making a list of necessities. On the Missouri resident's shopping list: notebooks, pencils, glue and three or four outfits for her son, who is entering the fifth grade this month. She plans to pocket any tax savings. "When you start buying more and spending more just because of the savings, then you're not doing yourself a favor," Beckmann says.
