The economy of a nation requires (46) . Total output must grow if the country is to absorb about 1.5 million new workers who enter the labor force each year and more workers who are replaced each year as a form. of technological change. If the nation produced the same level of output each year, instead of increasing it, people would have fewer jobs, growing unemployment, and a decline in the per-capita(人均的)income of the nation. To maintain or increase the existing standard of living and to prevent unemployment from rising, (47) . Higher rates of employment and substantial per-capita output gains seem to occur when the real economic growth rate is over 3%, as it was in the years 1983 through 1988. Recent experience shows that, with a real growth rate of less than 2.5%, the U.S. economy suffers from (48) .

For example , unemployment at the end of 1990 was 5.4% of the labor force. But by the end of 1991, unemployment was more than 6.6% of the labor force. Why did this happen? Simply because the real output of goods and services declined in 1991. New members into the labor force could not be absorbed, so (49) . Furthermore, a large number of workers withdrew from the labor force altogether because (50) . Instead of rising in 1991 , the real GDP actually fell 0.7%. Real GDP rose again in 1992 by 2.6%, but unemployment also rose to 7.3% of the labor force. GDP continued to rise during 1993, gained a 3%. At the same time unemployment stood at 6.8% of the labor force. Per-capita in-come also grew again during 1993.

The same can be said for the free movement of goods. Currently, anybody who does business in China will refer to distribution as, at best, an enormous headache. The Chinese state controls virtually every aspect of the movement of goods, whether goods can be imported at all, the terms under which it enters, who can bring it in, and who can distribute, sell and service it. Importing and exporting, and distribution rights are privileges granted by the Chinese government to only to a few.

China's WTO commitments in these areas are quite significant. The agreement turns these scarcely allotted privileges into rights that will be widely available to both Chinese and foreign businesses. China has agreed that in 3 years, all individuals and entities in China will be able to import most products into any part of China, and that foreign firms will be able to establish, own and operate their own distribution and related services. It will certainly help promote and enhance the economic activities and people all over the world would enjoy the freedom of businesses.

E

Again, however, the benefits go beyond economic efficiency. Every time the multiple areas in which people must seek permission from the government for distribution or trading are reduced, the potential for a greater number of business transactions between Chinese entrepreneurs and American entrepreneurs is increased. As the weight of the state on everyday transactions becomes lighter, layers of middlemen are eliminated, and more and more Chinese salesmen, repairmen, and consumers will come into direct and daily contact with each other and with foreign firms.

The agreement can help us to do business more smoothly and freely with the purpose of gaining more freedom and economic efficiency.

This is precisely why {A; B; C; D; E} should contribute to these global benefits, reforming and improving evaluation systems for educational and academic quality. Original and good research, especially in science, economics and social sciences, has a trickle-down effect on society. And it offers additional benefits {A; B; C; D; E}, though international collaboration and exchange of the best evaluation policy and practice can bring substantial advantages to all partners in relation to lessons learned elsewhere.
