Industrial pollution is not only a problem for the countries of Europe and North America.

It is an extremely serious problem in some developing countries. For these counties, economic growth is a very important aim. They want to introduce industries, and so they put few controls on industries which cause pollution.

Cubatao, an industrial town of 85,000 people in Brazil, is an example of the connection between industrial development and pollution. In 1954, Cubatao had no industry. Today it has more than twenty large factories, which produce many pollutants(污染物). The people of the town are suffering from the poisonous matters in their surroundings, and the bad effects can be clearly seen. Birth shortcomings are extremely common. Among children and grown-ups, lung problems are sometimes twelve times more common in Cubatao than in other places.

It is true that Brazil, like many other countries, has laws against pollution, but these laws are not carried out strictly enough. It is cheaper for companies to take no notice of the laws and pay the fines(罚款)than to buy the expensive equipment that will reduce the pollution, It is clear, therefore, that economic growth is more important to the 'government than to the health of the workers. However, the responsibility(责任) does not completely lie with the Brazilian government. The example of Cubatao shows that international companies are not acting in a responsible way either. A number of the factories in the town are owned by large companies from France, Italy, and the U.S. They are doing things in Brazil that they would not be able to do at home. If they caused the same amount of pollution at home, they would be severely(严厉的)punished or even put out of business.

Most humans can hear sounds between 20 and 20,000 hertz, while dogs can hear high-pitched sounds up to 50,000 hertz. While high frequency sounds tend to be more hazardous and more annoying to heating than low frequency sounds, most noise pollution damage is related to the intensity of the sound. Measured in decibels, noise intensity can range from zero, the quietest sound the human ear can detect, to over 160 decibels. Conversation takes place at around 40 decibels, a subway train is about 80 decibels, and a rock concert is from 80 to 100 decibels. The intensity of a nearby jet taking off is about 100 decibels. The threshold for pain, tissue damage and potential hearing loss in humans is 120 decibels. Long lasting, high intensity sounds are the most damaging to hearing and produce the most stress in humans.

Solutions to noise pollution include adding insulation and sound proofing to doors, walls, and ceilings; using ear protection, particularly in industrial working areas; planting vegetation to absorb and screen out noise pollution; and zoning urban areas to maintain a separation between residential areas and zones of excessive noise.

Water problems in the future will become more intense and more complex. Our increasing pop
ulation will tremendously increase urban wastes, primarily sewage. On the other hand, increasing demands for water will decrease substantially the amount of water available for diluting wastes. Rapidly expanding industries which involve more and more complex chemical processes will produce larger volumes of liquid .wastes, and many of these will contain chemicals which are noxious. To feed our rapidly expanding population, agriculture will have to be intensified. This will involve ever-increasing quantities of agricultural chemicals. From this, it is apparent that drastic steps must be taken immediately to develop corrective measures for the pollution problem.

There are two ways by which this pollution problem can be dwindled. The first relates to the treatment of wastes to decrease their pollution hazard. This involves the processing of solid wastes "prior to" disposal and the treatment of liquid wastes, or effluents, tn permit the reuse of the water or minimize pollution upon final disposal.

A second approach is to develop an economic use for all or a part of the wastes. Farm manure is spread in fields as a nutrient or organic supplement. Effluents from sewage disposal plants are used in some areas both for irrigation and for the nutrients contained. Effluents from other processing plants may also be used as a supplemental source of water. Many industries, such as meat and poultry processing plants, are currently converting former waste products into marketable by products. Other industries are exploring potential economic uses for their waste products.

Scientists watched closely last spring as a haze of pollution, which had been tracked by s
atellite as it crossed the Pacific Ocean, settled over a large swath of North America from Calgary, Canada, into Arizona. Now it appears that, for the first time, researchers on both sides of the Pacific took detailed measurements of the same plume, a cloud that contained Gobi desert dust as well as hydrocarbons from industrial pollution.

Heather Price, a University of Washington doctoral student in chemistry, found that the amount of light reflected by the particles in the air was more than 550 percent greater than normal for that time of year. The mass of Asian air contained elevated levels of ail pollutants measured. Price said, "but the only thing that came close to being alarming was the level of particulate matter."

The haze that settled across the western part of the country was widely reported by the news media, and it was measured as far inland as the ski slopes of Aspen, Colo.

Readings on the western side of the Pacific came from the Aerosol Characterization Experiments, a project aimed at understanding how particles in the atmosphere affect Earth's climate. Additional measurements were taken in the same region at the same time under a project sponsored by the National Aeronautics and Space Administration.

Knowing the pollution was approaching Washington state, Price loaded sensing equipment aboard a rented Beechcraft on April 14 and flew to Neah Bay on the state's Northwest coast. Taking samples at various levels from 15,000 feet to 20, 000 feet in altitude, she monitored quantities of dust, ozone, carbon monoxide and hydrocarbons. "From my copilot's seat. the dust was thick enough to see with the naked eye." Price said.

Now she is trying to correlate her findings with those of the two research teams operating on the other side of the Pacific, where at one point the pollution plume was larger than Japan. The huge size of the cloud showed up clearly in satellite images that gave Price plenty of warning the haze was on its way. "You can see these two blobs coming out of the deserts of Mongolia and growing over Asia, then getting swept out over the ocean and finally setting over North America," she said. She intends to continue measuring air samples off the Washington coast and will be looking for air masses with evidence of pollution originating somewhere other than Asia. "We'd like to see if we can get a signature of pollution coming from Europe because computer models suggest that European sources also can be transported across the Pacific," she said. "However, we expect that sources in Europe will contribute less than Asian sources."
