are over." Responding to the news, a spokeswoman for the National

Union of Teachers said, "The 680 million sound like new money, but 【M5】______

across 23,000 schools, it will be spread very thinly." Schools did not

necessarily have the capacity or resources to meet the government's

wishes, she added.

Children would be able to turn up early to school for so-called

What is ELTECS-Chi-L

English Language Teaching Contacts Scheme for China List (ELTECS-Chi-L) is a British Council China on-line discussion group for Chinese English language teaching (ELT) professionals with an interest in developing themselves and sharing views on ELT. Launched in Beijing by Helena Kennedy QC, Chair of the British Council, on 9th October 1998, the network now has around 450 subscribers among whom more than 40 are from the UK, Belgium, Japan and other countries.

ELTECS-Chi-L is a sister network to the ELTECS (English Language Teaching Contact Scheme) network which is mainly composed of ELT professionals in central and eastern Europe with over 1000 members.

How to subscribe to ELTECS-Chi-L

Any English teachers working in primary and middle schools or universities who have e-mail access are welcome to join the network at any time to share their ideas, expertise and experience with others.

What personal qualities are desirable in a teacher？ I think the following would be gener

ally accepted.

First, the teacher s personality should be lively and attractive. This does not rule out people who are plain-looking, or even ugly, because many such people have great personal charm. But it does rule out such types as the over-excitable, sad, cold, and frustrated.

Secondly, it is not merely desirable but essential for a teacher to have a genuine capacity for sympathy, a capacity to understand the minds and feelings of other people, especially, since most teachers are school teachers, the minds and feelings of children. Closely related with this is the capacity to be tolerant not, indeed, of what is wrong, but of the weaknesses and immaturity of human nature which induce people, and again

especially children, to make mistakes.

Thirdly, I hold it essential for a teacher to be both intellectually and morally honest. This means that he will be aware of his intellectual strengths and limitations, and will have thought about and decided upon the moral principles by which his life shall be guided. There is no contradiction in my going on to say that a teacher should be a bit of an actor. That is part of the technique of teaching, which demands that every now and then a teacher should be able to put on an act to enliven a lesson, correct a fault, or award praise. Children, especially young children, live in a world that is rather larger than life.

A teacher must be capable of infinite patience. This, I may say, is largely a matter of self-discipline and self-training, for we are none of us born like that.

Finally, I think a teacher should have the kind of mind which always wants to go on learning. Teaching is a job at which one will never be perfect; there is always something more to learn about it. There are three principal objects of study: the subjects which the teacher is teaching; the methods by which the subjects can best be taught to the particular pupils in the classes he is teaching; and by far the most important the children, young people, or adults to whom the subjects are to be taught. The two fundamental principles of British education today are that education is education of the whole person, and that it is best acquired through full and active co-operation between two persons, the teacher and the learner.

A prominent group of British university teachers this week called on the funding councils

to stop supporting low-quality research and put money into improving university teaching instead. The National Academic Policy Advisory Group, which includes members from the Royal Society, the Royal Academy of Engineering and the Conference of Medical Colleges, insists that all re- search money should be spent on world- class work.

The funding councils' Research Assessment Exercise (RAE) judges the quality of research carried out in individual university departments, and rates it on a scale of l to 5. In the last assessment, in 1992, departments ranked as low as 2 received funding. The group says this should not happen in this years exercise. Funding councils have not yet announced how they will distribute money from now on.

In a report called Research capability of the University System launched this week the group claims that funds are needed to pay for the “professional development” of university teachers who are not active in research, to help them keep up with their subject and improve the courses they teach.

It recommends that about 50 million, including money which is currently used to fund research in departments ranked at level 2, should be used to pay for this. It advises that the money should go only to those departments that are not competing for research money through the RAE.

The group believes that some universities have been expanding their research departments in order to attract research money. Some universities, it claims, are better suited to teaching than research, and should be encouraged to develop their expertise as educators.

“There's no use pretending that 104 universities could have the same job in life,” says David Harrison, master of Selwyn College, Cambridge, who chaired the group . A university could have some departments that are strong on research and others that are known for their top -grade teaching, he says.

But some people have some doubts about the group's recommendations. “It seems to be about developing further the distinction between research and non - research universities.” says Paul Cottrell of the Association of University Teachers, "If professional development money is a good idea, then it's a good idea for all university teachers."

The National Academic Policy Advisory Group says that money should be given to.

Although I had stayed in England for over a year, it was difficult for me to understand

I found that many did not even look after their own parents who were old and helpless. In India, it is the duty of the children to look after their parent and old relatives. While serving a meal, my mother always gave food to the elderly relatives and children first and ate whatever was left over. The elderly never felt isolated. They lived with their families and contributed to the happiness of the house.

听力原文： In 1963 the leader of the Labor Party made a speech explaining plans for a "university of the air"-- an educational system which would make use of television, radio and correspondence courses. Many people laughed at the idea, but it became part of the Labor Party's program to give educational opportunity to people who had not had a chance to receive further education.

By 1969 plans were well advanced and by August 1970 the Open University, as it is now called, had received 400 000 applications. Only 25 000 could be accepted for the four "foundation" courses offered: social sciences, arts, science and mathematics. Unsuccessful candidates were told to apply again the following year, when a foundation course in technology would also be offered.

The first teaching programs appeared on the air and screen in January 1971, with clerks, farm workers, housewives, teachers, policemen and many others as students. Correspondence units had been carefully prepared and science students were given devices for a small home laboratory. Study centers have been set up all over the country so that students can attend once a week, and once a year they will spend a week at one of the university's summer schools.

It has been nearly 40 years since the Open University started to offer courses. Now it is a very important part of the British educational system. Not only does it offer foundation courses like those mentioned above, it also carries out very advanced scientific researches, some of which will lead to Master's or PH. D Degrees.
